Senate’s Insertion Drama (May kinalaman ba ang 2010 dito?)

Sen. Panfilo Lacson corruption charges against Senate President Manny Villar on what he claimed ‘double insertion’ for similar road project just backfired against him according to some political obserbers. As a strong contender for the 2010 presidential election, public perception can’t be dissipated that Ping has an ax to grind against Villar. But too bad for him all the issues thrown against Villar in his expose were publicly perceived as all about politics. 

Meanwhile Malacang appears to be pleased too with the senate’s zarzuela. At least former opposition allies may go againsts each other on this issue. But if you ask manong Ernie Maceda (former senator), “definitely there is a 2010 fallout from this.” 

“There’s no way Senators Mar Roxas and Ping Lacson can support Villar in 2010. In fact, it is logical for them to team up. On the other hand, there’s also no chance that Villar could be persuaded to support Mar Roxas or Ping Lacson.” 

Sa iyo ang Tondo, akin ang Cavite 

Kapwa sila ipinanganak na mahirap. Ang isa ay anak ng Cavite, at ang isa naman ay galing mula sa mga squatters ng tondo. Parehong senador ngunit iisa ang minimithi sa buhay, ang maging susunod na pangulo ng Pilipinas. 

Sa lahat ng ayaw ng kanyang mga colleagues sa Senado ay ang iparamdam ni Senador Ping Lacson na siya ay maituturing na isang bayani ngunit sa kabilang dako naman ay nagmumukhang mga crooks ang mga ibang sendor. Ito ang patutsada ni Joker na kung saan ay kanyang inakusahan si Ping Lacson na sinisira nito ang kridibilidad ng Senado sa pagsasabing “corruption committed right in the hall (Senado). 

Ang ginawang expose ni Lacson kung saan ay kanyang inakusaan si Senate President Manny Villar sa ginawang pagsisingit (‘malicious insertion’) ng P200 million pesos sa 2008 national budget ang naging ugat ng matinding palitan ng mga mahahanghang na salita sa Senado. 

Ayon naman kay Allan Peter Cayetano, si Lacson ay walang pinag-iba sa isang pulis na (trigger happy?) “shoot first ask question later.” Pamumulitika para sa 2010 election naman ang nasisilip na dahilan nito sa paglalantad ni Ping Lacson sa di umanoy corruption na nagmumula mismo sa Senado. Tumataas na kasi ang rating ni Villar na siyang pumapangatlo na ngayon sa mga 2010 presidentiables. Kaugnay nito, tinagurian naman ni Joker Arroyo na  “intellectually abusive and dishonest” itong si Ping Lacson sa kanyang  akusasyon laban kay Villar. 

Ibinalik din nila kay Lacson ang kanyang patutsada na “kung sino ang unang pumiyok ay siyang nangitlog” (referring to Villar); sa pagsasabi naman ni Allan Peter Cayetano na kung sino ang putak na putak, siya ang nangingitlog. Ang tinutukoy dito ni Senator Allan Cayetano ay ang mga kapalpakan ng mga iban expose ni Lacson at ang pag-atras ng mga witnesses na kayang iprinisenta na sa Senado. At mula naman sa palayaw ng senador na PING ay ginawa nitong acronym sa “Puro Intriga na lang Gang)—isang pagtuligsa sa di umanoy nakagawian na ng senador na pangiintriga (ngunit wala namang batayan?) sa senado. 

Ngunit kahit bogbog sarado na si senador Ping Lacson sa mga batikos na kanyang tinanggap mula sa kanyang mga kasamahan na senador, matigas pa rin ang kanyang paninindigan. Ang kanyang expose ay walang kinalaman sa personalidad, at lalong walang kinalaman sa 2010 presidential election. Ito ay bahagi lamang ng kanyang advocacy laban sa corruption sa gobierno. At marami pa siyang ilalabas dito.  

Malayo pa ang itatakbo ng isyu at kaganapang ito sa senado dahil pumayag na ang lahat ng mga senador na magkakaroon ng Senate hearing para alamin ang katotohanan ng paratang na ito ni senador Ping Lacson. 

Pero nakapagtataka, pabor ang Malacanang sa gagawing senate investigation sa isyu ng budgetary insertion. Ano naman kaya ang malalim na binabalak ng Malakanyang sa pakikisawsaw sa isyu ng insertion ng 200 million pesos sa 2008 national budget? Pero, hindi kaya naisahan lang dito si Ping?

    In the news: PARTYLIST Rep. Rafael Mariano (Anakpawis) yesterday questioned the 500 percent increase in the proposed budget of the Department of Agrarian Reform for 2009, saying this is the “mother of all insertions” in the general appropriations bill.

    Mariano said it was baffling that the DAR is asking for P10.9 billion budget for 2009 from the present P2.4 billion when the Comprehensive Agrarian Reform Program (CARP) already lapsed last June 15.

    “Where will DAR use the P10.9 billion and on what program?” he told the hearing of the committee on appropriations.

Now that our proposed budget is P1.415 trillion, TRILLION (korek ba ang ispeling).

    Introducing additional sums in the budget is not that easy, a Senate insider familiar with the process points out. Even if it was inserted in error, there would have been a way to counter-check this error. After all, the budget has to balance. “You have to get the additional amount from somewhere,” he points out.

    This supports the speculation that the double entry was intentionally included in the budget.

  15. This is the crux of the issue and serves to illustrate what is so wrong with e political process of our country in these times. How can we expect to make it into the future when such shortsightedness rules the actions of our politicians, these people never cared,the only primary concern from the beginning was the politicians ability to project a certain image to the populace whatever the cost. When a murder is committed in a neighborhood, do you burn down the neighborhood? No. You find the criminal. That is justice in the service of the people.

    The good of the people, the good of the country is eclipsed by the needs of this bastard politicians in achieving its goal, power.They have arrived at the stage of coma where the people no longer matter. The danger of allowing this type of thinking to flourish on our political system is absolutely insane. No clearer proof should be needed for any individual that the political process in our country is broken, shattered beyond and recognition . Instead we now have a government by the powerful and for the powerful. The only reason that these forces even pay the lip service that they do to the citizens of the country is because we technically still elect them.

  16. I agree with you pareng Cocoy and Ka Joe. Most of our revenue collection goes to debt servicing. Yet thise corrupt monkeys in the government spend taxpayers money to ghost projects. And not only that, these crocodiles who have access to government funds spend taxpayers money as if it is their own.

    Iagree with you, it’s about corruption.The end result of this corruption is a sterilized political process, one that is so polarized that only the most ardent is ever allowed to achieve power. This is a byproduct of such homogenized views, so does the range of opinion within that constituency, this results in what we see today in Senate hearing of 200 insertion. Two sides, equally guilty, thus equally willing not only to hide their guilt in this process but also share in the spoils the are produced by it. This results in more politicians who are influenced by monetary contributions, favors such as employment and business opportunities for friends and relatives, and outright cash bribes, rather than constituent needs and concerns. Money is what drives campaigns, without it no-one can win.They’re both {Lacson and Villar} aspiring and potential candidates and they need the money, To get that money they have to tow the party line, the party supplies them with districts that so long as they repeat the common catch phrase for the political bent of that constituency, there election to office is guaranteed.

  22. One of the many conceits of politicians are that they are somehow out of ordinary. They are godlike, or so they pretend, having no other ambition but to make our country a better place. They pass laws…they enact codes and regulations…they jiggle this lever and turn another – as if they were the masters of the whole Filipino race, rather than mere parts of it themselves. Since they float above it all, they are not subject to the normal temptations.–Behind the curtain.–These are the people having affairs with their secretaries or cheating on their income tax. Who doesn’t like to see hypocrisy revealed in public? It is as if Gringo himself had been caught with his pants down; we gape…and see that he is human, just like the rest of us. The rest of us spend our whole lives like animals – craving profits, mates, status, pride, love, and money like a raccoon searching for a garbage pail without a lid. Unless we are kept in tight cages, who knows what we will do?

    Another issue na naman, force savings sa mga pangunahing ahensiya ng gobierno. Now that the government is operatin on re-enacted budget, more savings shall be realized to finance social services for the 2010 presidential election. An daya daya naman nila, hehehe.

Dapat ding ceasefire muna ang dalawang senador na ito sa kanilang sagupaan. Kung hindi, lalo lang na lalakas ang loob ng mga clowns sa gobierno na gagawa ng kolokohan. Hindi na ito katawa-tawa.

    Iyong lumobong savings mula sa pondo ng gobierno ang dapat nilang bantayan. Dapat maibalik ito sa mga tao in terms of social services. Marami pang eskuwelahan na sinira ng mga nagdaang bagyo ang hindi pa ganap na nakukumpuni.

    Tama si artsee sa kanyang obserbasyon na attack dog nga itong si Senator Allan Cayetano. Nadinig ko rin kung paano niya binanatan si Senador Lacson sa ANC. Parang masinggan ang bunganga at ni hindi niya naririnig iyong host sa pagtutuwid ng mga sagot sa katanungan niya at paksa.

    Question, ano ang mapapala ni senador Allan Cayetano sa pag-atake kay Lacson? Ibig bang sabihin nito ay ipinagtatanggol niya si senate president Manny Villar laban sa mga pahayag ni senador Ping Lacson upang hindi masira ang kridibilidad nito senador na presidentiable? Hindi kaya na kapag lalo mong sinusupalpal si Lacson ay lalong lumalaki iyong isyu at lalo pang magduda ang mga tao sa kridibilidad at imahen ng Senate President?

    Habang nagbabangayan ang mga senador na maka-oposisyon sa isyung ito, at habang panay naman ang buhos ng gasolina ng mga maka-administrasyon dito, nagsasaya naman marahil ang mga taga palasyo.

After reading Cayetano’s never ending Privilege speech,I am more convinced than ever that this “howley” senators will do whatever it can to cover up unethical, incompetent or practices of criminal nature of Villar.But yet Cayetano, after having whipped up the degree of hysteria solely for a political game that he have yet to see realized, continue with the tactics of opposition division and innuendo in attempt to irresponsibly cause a loss of confidence in Lito Lapid’s Senate which he is a chairman most of the time juggling his pencil.

    These clowns in the Senate,they, themselves have caused the public to lose confidence in them.

    Cayetano faces the sharp uphill climb trying to dig out of the deep negative hole on Lacson, dug himself and his colleagues in connection with these 200 million tongpats insertion which he called only a spare change,nothing could be farther from the truth.As an opposition one of Lacson’s mandates is to stimulate the best from the government.In this case within the Tongpats he have pointed out gross mismanagement, corruption, unethical behavior, incompetence or call it whatever you choose Allan, Senator Bianzon is pissing off on his pants,wait until he visit his barber at Supercut and you’ll see.

    Don’t be fooled Allan into thinking that this type of corrupt, unethical and yes – criminal by any other standard – behavior won’t continue. It will merely be done more discreetly than before as the same mistakes won’t happen twice.Until Villar stops spinning this issue and acknowledges that he have a serious problem, I doubt Lacson will stop shooting. So far what little has been done to address this has been conducted in a boycott manner.Lacson will take his allied senators in the ballpark and teach them some batting practice.Most reasonable people are aware that Villar can’t just rock the foundation and walk away unconcerned,where is Atty:Efren Castro? Heheheh!
