Tuloy ang ARMM Election, Paano naman ang Kasunduan ang Pamahalaan at MILF?

Pagkatapos mabigo ang paglalagda sa kasunduan ng Pamahalaang Arroyo at ang MILF, maraming nangangamba na ito na ang hudyat para manumbalik na naman ang kaguluhan na dulot ng giyera sa Mindanoa sa mga nakaraang panahon. Nangngamba rin ang MILF na  hindi na maipapatupad pa ang kasunduan para sa ancestral domain ng Bangsomoro kung matutuloy ang election sa ARMM.

Ito na ba ang katapusan ng kasunduan ang pamahalaan at ang MILF para isulong ang kapayapaan sa Mindanao? Inumpisahan na ng MILF ang umatake at nagaarmas na ang mga sibilya ayon kay Pinol. Ano na ngayon ang hinaharap ng ARMM pagkatapos ang halalan, at ang kasunduan ng pamahalaan at MILF matutuloy pa ba?

Giyera ba ang magiging resulta kapag nabigo ang peace process? At paano naman ang kabuhayan ng mga tao at pag-unlad ng ARMM sa gulong maaring idulot ng kabiguang maisulong ang kasunduang pangkapayapaan at ang pagbibigay ng malawak na teritoryo para sa MILF?

Sa administrasyong Arroyo, ano naman ang mga hakbang na gagawin ito upang hindi mabale wala ang matagal nang paguusap para sa pangmatagalang kapayapaan sa Mindanao. May magbabago kaya sa mga plano at panuntunan ng pamahalaang Arroyo sa pakikipag-usap sa MILF para sa kapayapaan?

Security alert up in Mindanao after peace setback

MANILA – Philippine security forces went on full alert this week ahead of elections in the Muslim south that could be a focus for violence after a fresh setback in a stop-start peace process with Islamic guerrillas.

Civilian and military officials said on Wednesday they feared the Moro Islamic Liberation Front (MILF) might try to disrupt elections in an existing Muslim region in the south after a deal to create a new, larger homeland was halted by the Supreme Court this week.

“The political temperature in the south is fast rising,” said Emmanuel Pinol, a vice governor in the southern region of Mindanao.

He said farmers in most Catholic communities had been arming themselves to defend their property.

“The people are hurt. They are enraged by the way the government has been handling the problem in Mindanao.”

Thousands of Catholics demonstrated across Mindanao this week against a government deal with the MILF that would have expanded the existing Muslim region and given its future government wide political and economic powers.

Pinol and other politicians asked the Supreme Court to nullify the deal.

In response, the top court temporarily halted a signing ceremony for the agreement and its judges will decide in the next few months whether the deal is unconstitutional and needs to be reworked.

MILF units, frustrated at the slow pace of progress in talks, have attacked government troops in the past but the organisation said it would not fire a shot this time.

“This time, the trouble will not come from us,” said Eid Kabalu, an MILF spokesman.

“We continue to abide by the ceasefire and remain committed to the peace process. Those Christian officials in North Cotabato are just creating hysteria and calling on their people to arm. We will defend ourselves if they attack us.”

Muslims in the south of the largely Catholic country have been seeking some form of independence for decades in a conflict that has killed more than 120,000 people.

About 1.6 million voters were expected to elect a governor, a vice governor and 24 members of a regional legislative assembly in the six-province Autonomous Region in Muslim Mindanao (ARMM) on Aug. 11.

The ARMM was created out of a peace deal with another Muslim rebel group in 1989. Many Muslims argue its powers are too limited.

Joel Goltiao, police chief in the Muslim region, said about 17,000 soldiers and police officers had been deployed to guard the elections, particularly in 200 villages, where there had been a long history of violence because of a rebel presence.

“There are no real and specific threats, but there had been a lot of speculation due to developments in the peace talks with Muslim rebel groups,” he said.

Peace advocates appealed for calm.

“The current situation has started to create social disorder brought about by some hostile posturing both from supporters and opponents of the proposed Muslim homeland,” said a statement from the Mindanao Peaceweavers network.

“The situation on the ground points to more violence especially in Central Mindanao.”

  1. I have yet to hear or read Vice Governor Pinol say something about gloria arroyo on the MOA-AD imbroglio. He’s an avid supporter of the administration and was among the advocates of the People’s Initiative. He was among those who are quick to defend gloria arroyo inspite of the shenanigans in the government. Now that his turf is in peril and his constituents on the run because of the marauding MILF, frustrated by the Supreme Court move to stop the MOA-AD signing, all what Pinol is doing is to announce the grave situation in his province. Nary a word tfrom Pinol o point out the brain behind the move that’s now the cause while we’re on the verge of a full blown conflict.

  2. As I read somewhere, the ARMM election is going to be a bloody one. At bakit nga ba hindi? The MILF would like it postponed ant perhaps, gloria arroyo assured them that it will be, because of the seemingly assured position that the signing of the MOA-AD will push through, unhampered. Biglang may nagpumiglas. The public suddenly was awaken from a deep slumber that while they’re sleeping, negotiation to create a separate state within a state was on the works, not even the public, concerned government officials and solons in the covered area were given a hint on what’s going on. According to a senator, such dastardly act by gloria arroyo is nothing but treason!

If I were Pinol, to show his sincerity on what he’s fighting for now, he should denounce the despicable acts of gloria arroyo and esperonn and show his consternation by cutting his the ties with the administration once and for all. Forget the perk and funds he’s getting from Malacanang. Be true to himself which he used to be one when he was an admired journalist.

    share ko lang po ha. kahapon tumwag yung tita ko na kpatid ng father ko na taga midsayap. humihingi siya ng help, in the form of money sa aking father kasi hindi daw sila makabalik sa kanilang barrio kung saan andun lahat ng ani nilang palay gayundin bigas. o sabihin na nating pinagkukunan nila dahil sinakop ng mga MILF yung lugar nila. kaya sabi niya hindi na nila inaasahang may babalikan pa sila.

    Itong pinasukan ng administrasyon ay talagang may gulong mangyayari.

    Kapag natuloy ang pirmahan ng MOA-AD, tiyak hindi papayag ang mga apektado lalong lalo na ang mga Kristiano sa lugar na masasakop ng kasunduan. Naghahanda na nga sila at inilalabas na ang armas na mga nakatago.

    Kapag tuluyang hindi isulong ang MOA-AD na sinasabi ng MILF na It’s a Done Deal, maghahasik sila ng lagim at isang katunayan ang kwento ng iyong Auntie sa Midsayap. Ngayon pa lang, marami nang report ng karahasan na ating nababasa. Tiyak na mayroon mga kaganapan na hindi pa nakakarating sa kaalaman ng iba.

    MILF given 24 hours to leave areas ‘forcibly’ taken in ARMM

    It’s reported that some 800 members of the MILF had reportedly “forcibly” occupied several ARMM towns, including Aliosan in North Cotabato.

  7. In statement, North Cotabato Vice Governor Emmanuel Piñol said in the rebels’ attempt to force them into agreeing to the terms and conditions of the aborted signing of secret Memorandum of Agreement, MILF leaders have unleashed their armed troops to attack civilian populated areas.

    “Fighting has started in at least four areas—Pigcawayan, Libungan, Midsayap and Aleosan. There are also reports that rebel troops are massing in several areas in Pikit, North Cotabato. This is an old MILF strategy. If they do not get what they want, they use their guns and bombs to terrorize us,” Piñol stressed.

Sabi ko naman sa kanya hindi pa panahon ang mangaral doon, pero ang sagut niya magbibigay lang daw ng mga tulong na pagkain, gamot, libreng konsultasyon, etc. Magtutule kasama doon, ang tanong ko sa kanya humagalpak siya ng tawa at ayon biglang namatay na ang kanyang cellphone, hahaha.
