Everything is possible in politics. Former president Joseph Estrada declared he would also run for Congress if president Gloria Macapagal Arroyo would run as a representative of her district in Pampanga. No less than her son Mikey Arroyo who said he would give way for her, instead of seeking for a third term. Congressman Mikey Arroyo on the other hand would challenge Governor Panlilio for the gubernatorial seat.
But House Speaker Prospero Nograles advised the president not to run anymore for Congress since she had already reached the pinnacle of power something which Mikey Arroyo decried. He said, “instead of advising the President publicly on what she should do with her life, he (Nograles) should first make sure that he will implement his promised reforms in Congress.
Senator Francis Escudero however questioned the motive of the president to run for Congress. He asked,”What more do you want to prove and what have you not proven that you want to run for a lower position?” Senator Pia Cayetano however looks at it a desperate move for survival. The real motive behind Arroyo’s seeking for a congressional seat was to “abuse the privilege of immunity from various criminal and administrative complaints expected to be filed against her once her term expires.” It is possible that her allies could still control the number of seats in Congress and she’ll be voted to become a House Speaker “and wield control over crucial political exercises such as impeachment and the crafting of the yearly national budget. She could very well use these powers as leverage against any government agency or official going after her – including the next President,’’ Pia Cayetano added. It’s a gamble however since such scheme may not necessarily work in as much as there is no assurance she can also control the Senate.
Erap Endorses Pacman for Congress
As an opposition, one may question former President Joseph Estrada’s motive for endorsing Manny Pacquiao’s candidacy for Congress. Knowing Manny Pacquiao as a supporter of the President Arroyo to some this may look awkward. But this is politics, Pacquiao’s popularity can be capitalized for one’s political gain. But even the Pacman himself may also gain public support from being endorsed by a popular figure like Erap Estrada.
Estrada extended political support to the boxin champion when he visited General Santos City last Thursday. Erap said, “Hindi lang ako, buong bayan [ini-]endorse si Manny. Si Manny galing sa hirap kaya gusto niyang tulungan mga kababayan niyang mahihirap dito.” On his part the Pacman expressed his joy for the support Estrada extended him. Pacquiao and Estrada said they are open to the possibility of “combining their forces” for the local elections, despite the boxer’s ties with the administration.
Erap, Gloria, and Pacman in Congress
Erap, Gloria, and Pacman’s presence in Congress would be phenomenal scene; but what good will it make for the Filipinos. Two former presidents of the Philippines would be vying for the speakership of the house. Problably there will be shift of power and influence with Erap in control (which is not a remote possibility) with Gloria left on the minority side.
Despite his popularity, the Pacman would remain an ordinary congressman. Unlike in boxing where he is a champion, there is not much, probably, that can expected from him being a first-timer.
Erap and Gloria however may tangle in many of the legislative processes and proceedings. Both have personal interest to pursue; one needs to survive and the other to regain his dignity.
